Can property management companies use methods like cutting off water and electricity or disabling elevators to pressure owners into paying property management fees? According to the latest precedent set by the Jiangsu Highest Court of China, property management companies are not permitted to use such actions to compel owners to pay property management fees. Water and electricity supply are fundamental public services. Resources like water, electricity, gas, and heating fall under the category of public utilities. Property service providers are not public utility providers and have no right to arbitrarily interrupt supply. Similarly, elevators constitute common property owned by all residents. Their use involves shared ownership and co-management rights, and property management companies lack the authority to unilaterally restrict access. If a property management company employ any of these tactics, residents may file a lawsuit demanding cessation of the infringement and compensation for resulting losses.
